TRC Applications: New Online System (2026) & New Forms (Dec 1, 2025)

Under the planned legal changes, applications for residence permits in Poland (temporary, permanent, and long-term EU resident) will be submitted exclusively online through a dedicated upgraded portal the Case Management Module (MOS), accessible via a web browser. You will no longer need to book an appointment or wait in lines; applications can be completed at your convenience. You will also be able to pause the application, save your progress, and edit it later.

Access to the MOS system will be free of charge, and you may submit your application independently, without paid intermediaries. The only fees will be the application stamp duty (depending on the type of permit) and the residence card fee.

New TRC Application Forms (from December 1, 2025)

Applications submitted from December 1, 2025 must use the new forms and annexes (1, 2, 3, 4 – depending on the purpose of your stay) by completing them directly in the MOS system.

Applicants are now required to submit 2 photographs instead of 4.

Applications submitted on or before November 30, 2025 will continue to use the previous forms and annexes.

New online system to apply for Temporary & Long-term EU Residence Permits in 2026

To apply for a residence permit (starting 2026), you will need to:

  • Create a user account in the new MOS system;
    If you already have an account in the current MOS system, you will need to create a new one.
  • Log in to the MOS portal via login.gov.pl and complete the appropriate application form.

  • Sign the electronic application using one of the following:

  • Upload required attachments:

    • 2 current photographs (digital format)

    • Digital copy of all pages of a valid travel document

    • Proof of payment:  stamp duty; payment for issuance of the residence card

    • Required annexes, depending on your purpose of stay:

      • Temporary residence permit for the purpose of work / EU Blue Card – annex signed by employer

      • Temporary stay for studies – confrimation signed by educational institution

      • Temporary stay for internship or volunteering – annex signed by the organizer

Important: YOU WILL HAVE TO Provide the email of your employer, school, or organiSer. They will receive a link to complete and sign the relevant annex/ statement – this is required for successful submission.
After submitting, you can save the application in PDF and XML formats and receive an Official Receipt Confirmation (UPO).

Next Steps

  • Once your application is verified and approved by the voivodeship office, you will be able to download and print a certificate of submission, which replaces the passport stamp.

  • You will be summoned to submit fingerprints and a specimen signature and, if necessary, provide additional documents.

  • If approved, you will be notified about collecting your residence card.

Important Notes

  • The new MOS online system will only start after the bill is signed by the President in 2026. This means changes will NOT happen immediately on January 1st, 2026; applicants should follow updates on our website or WSC Migrant for the official start date.
