Crossing Polish border and new quarantine rules – updates

Update: April 6

From March 28, 2022 all restrictions on travel to Poland are lifted, which means there is no obligation to:

  • present COVID certificates when crossing the border;
  • test for SARS-CoV-2;
  • undergo the so-called entry quarantine
  • fill in the Passenger Locator Form (PLF) before arriving in Poland.

Update: February 28

Until March 31, every person entering Poland from outside the Schengen area, the EU or Turkey (regardless of being fully vaccinated or recovered) is obliged to show the Polish border guards the negative result of the COVID-19 test. Tests should be taken no earlier than 24 hours before crossing the Polish border, counting from the time of receiving the test results. It can be an antigen or PCR test in English or Polish. It is possible to take the COVID-19 test at Warsaw’s Chopin Airport before the border check. Persons who fail to present a negative test result are obliged to undergo a 7-day quarantine.

Please note that persons crossing the Polish-Ukrainian border due to the war in Ukraine are not currently subject to the entry quarantine.

Persons holding test mentioned above and at the same time meeting one of the following conditions:

1) persons who are fully vaccinated against COVID-19:

  • of a vaccine that is authorized in the European Union or included in the list of vaccine equivalents authorized in the territory of the Republic of Poland, kept by the National Institute of Public Health NIH – National Research Institute,
  • 14 days have passed since the last vaccination dose was administered (counted from the day following the last dose),
  • the vaccination is certified by the EU digital COVID certificate or another document confirming the vaccination, in Polish or English.

2) persons who have recovered from SARS-CoV-2:

  • no later than 6 months before the date of crossing the border of the Republic of Poland,
  • you have a document confirming that you have recovered from the disease, issued in Polish or English, including the EU COVID Certificate.

3) persons who are subject to other exemptions listed in § 3 of the Regulation of the Council of Ministers of 6 May 2021 on the establishment of certain restrictions, orders and prohibitions in connection with the occurrence of an epidemic – among others: students, doctoral candidates, researchers at Polish universities

are exempt from the mandatory 7-day quarantine after crossing Polish border.

Persons traveling from the Schengen Area, EU and Turkey (regardless of the type of transport) are obliged to undergo a 7 days quarantine unless they:

  • provide a negative COVID-19 test result taken no later than 48h before crossing the Polish border
  • are fully vaccinated with a vaccine approved for use in the EU and at least 14 days have passed since the final dose
  • are recovered from COVID-19 at most 6 months before the day on which they cross the border of Poland. They are obliged to present a document confirming recovery from the disease, issued in Polish or in English, e.g. an EU Digital COVID Certificate.

Persons subjected to quarantine will be able to undergo a test 48 hours after crossing the border; negative result of said test will mean exemption from the quarantine – test type: RT-PCR or antigen test performed by a laboratory. Tests are not financed from public funds.

It is still required to show a negative COVID-19 test to border guards if you are flying into Poland from an EU country, the Schengen area or Turkey. The test result, in Polish or English, must be obtained within 48 hours before crossing the border.

PASSENGER LOCATOR FORM

From July 17th onwards, any person who crosses the state border of Poland by plane is obliged to fill in, prior to check-in, a Passenger Locator Form, either electronically via an ICT system or, if that’s not possible, on paper using the form provided by the on-board staff.

The State Regional Sanitary Inspector with authority over the traveller’s place of residence or stay acts as the data controller with respect to Passenger Locator Forms.
